Quality Action Team
The Miami River Quality Action Team (QAT) serves as a vital,
working forum for the identification and resolution of day-to-day
river issues. The primary focuses of the QAT are on navigation
safety issues, bridge operations, environmental protection, and
marine safety on vessels and facilities. Since the inception
of the Coast Guard's strict enforcement of the Caribbean Cargo
Ship Safety Code (applicable to vessels under 500 gross tons),
the materiel condition of vessels trading on the River has much
improved. Nevertheless, the work of the government agencies are
private enterprise participants continues as a vital resource
for improving the Miami River.
The Miami River Quality Action Team consists of public and
private participants, with vital interests in the Miami River.
the initial task of the QAT was to reiterate traditional problems
on the river, identify trouble spots, and work through a consensus
process toward problem solving. While problems identified offered
no surprises, the river community's cooperation in working to
find permanent solutions for the problems identified was unprecedented.
A working atmosphere of optimism and respect among various, sometimes
competing interests, entities and agencies have set the tone
for resolving the river's most difficult issues.
